I don't know for certain, but try to go to your graphic effects and turn off the options that are (I think they are)
-Death effects
-Full-screen glow
That may help.
a 256MB card is on the "low" end, but it should still run the game fine if you turn down your graphics a bit.

Hmmm, if it's still persisting, it may be a system issue then. Drivers are all important to have updated, obviously, including motherboard, graphics, and even windows updates.
Do you know how much RAM you have? If you have at least one gig, it really shouldn't be messing that much with your machine.
I'm afraid to say that the GMs will probably not "skip" the quest for you, but good luck nontheless.

You can use this website to see what kind of hardware you have.
Pick WoW from the drop down menu on the main page and run the test.
When you run the test it will ask you to activate ActiveX controls, allow it and after that the test will finish and it will tell what your hardware is as well as any hardware drivers that are out of date.
Just don't try this test in Firefox 3, it doesn't work... unless I'm a noob and I don't know how to turn on ActiveX controls in Firefox 3 X_X

All I can suggest is to try downloading and installing the catalyst drivers from this address:
http://game.amd.com/us-en/drivers_catalyst.aspx?p=xp/radeonx-xp
Install either the software suite or the basic display drivers, they'll have the same effect. Good luck!
