I'm CoH spec with no DPS talents at all, but I manage to farm relatively easily. A lot of it is just keeping in mind how much spells cost, and trying to conserve mana so you don't have to drink every other pull. I generally open with a holy fire, smite 2-3 times, and then wand it to death. I don't use SW:P. It has a fairly high mana cost compared to smite and holy fire, and I think it's a waste unless the mob is going to live long enough to get all of the ticks, which generally is not the case. If I want to spend less time wanding, I'll just smite it again.
Whether or not PW:S is worth it really depends on what you're killing. It's also a fairly high mana cost spell, and using it before every pull will make you eat through your mana faster. If you're not getting an unreasonable amount of pushback, or taking a lot of damage, it's often better to just use a renew rather than shielding. Even a downranked renew will do the trick a lot of the time, once you get a feel for how much damage you take from a given type of mob.
Gear helps, too. It's lovely that they put spell damage on healing gear, and it puts you in a better position for soloing than you may have been in before. However, you'll get more bang for your buck if you get actual damage gear. Pick up whatever you can that has a good amount of damage and spell crit.
If you're still having issues, you can work Searing Light
into a healing build pretty easily. Most people also take Holy Specialization
as well, which helps with soloing.
Of course, if all else fails, just roll an alt who can DPS. Even though I am fully capable of soloing with my priest, and usually do 8-9 daily quests with her every day, if I have to go farm something that isn't BoP or rep-related I usually do it on my feral druid alt. :)
