Shifting is on the GCD so any such macro would require 3 clicks. Given this fact, I prefer to leave those abilities where I already have them bound. Using this glyph to silence pretty much takes you out of action for a while since 3 GCDs = 4.5 seconds so consider that when choosing to do this.

/castsequence Bear Form, Faerie Fire, Cat Form

But it will take one global cooldown after switching to Bear Form before you can cast Faerie Fire, and another GCD before you can switch back, and another GCD before you can do anything else.
