I would strongly recommend feral mate.
As a lot of people will say, feral seems to be the fastest to level and there isnt a lot of balance gear pre TBC.
I personally went feral and have enjoyed it all the way. I had literally no down-time all I had to do was pop out of form, heal then back into cat form - no waiting for mana to regen - between killing mobs.
I would recommend waiting until you hit outlands before respeccing, but its your call.

I have a friend who is balance and I'm Feral. I've grouped with him once and he's amazingly slow! He's constantly having to drink and stop during kills. I kill nonstop all the time. Rarely do I get out of cat form and heal myself as well. Imp Leader of the Pack is the bomb. (It heals you when you crit)
I can kill about 10-15 mobs and be at perfect health. I never have to stop. If I get more than two mobs on me, I go bear and decimate them. Frenzied regeneration is amazing.
Go feral..hehe. Respec at 70 to moonkin to see if you like it. You'll have great gear to wear then and it won't be as time consuming.
