Seal of Command
proc is essentially a melee special ability that deals Holy damage. As it is a melee instant attack it can miss, be dodged, parried or blocked. However, this also means it can't be resisted, so CoS won't work. You may resist the judgement but you can't resist the seal proc, so the only thing you can actively do to prevent it is to pop Evasion and hope for a couple of dodges :)
