The NPCs are in Darnassus. Take the boat from Stormwind Harbor.

You don't need to go to Gilneas to learn your riding, you can see Darlene Stokx in Stormwind City and learn riding training from her.

This also depends on your level. For your level 20 mount, as a Worgen you will automatically learn Running Wild. Find it in your spellbook and it acts as a mount. This also circumvents the need to purchase Apprentice Riding as it will be given to you for free once you hit level 20.

If you need additional training Journeyman Riding at level 40, Expert Riding at level 60, etc... then you will need a riding trainer. A list of such trainers can be found here:

You can purchase a mount if you'd like, though as a Worgen you don't *need* to due to Running Wild - those vendors are located in or near the capital cities -- the Worgen mount vendor is located in Darnassus, as noted above.
