Basically you could fish in orgrimmar from 1-300 and on if you wanted. It's just that once you get above 100, you'll end up having to catch more fish before leveling up. But for the sake of leveling your cooking skill, I would suggest you change your fishing locations to higher level ponds as you progress.

im 350 and still fishing in org my cooking has reached 350 also but i do need to start fishing in the skettis lakes

My advice is level your fishing in a starter city, and take breaks when you start falling asleep. It will be faster because you won't miscast. Fishing gains are based on successful casts, not difficulty of where you are fishing. The rub comes when you're trying to level cooking as well, and being able to gather certain fish is almost a prerequisite. I still think leveling fishing in a starter city first is the right path...Once you get to a point where you can have a reasonable chance at success in most Outlands fishing is when you should start to fish in places that you can get fish you can train your cooking with. Up to nearly max cooking you can use regular looted meats to train cooking. It isn't until craw that it starts getting tricky...
