Flying mounts at level 71 in Borean?

Hi guys & girls,
I have a question ( yes a used search but nothing related come up ) about the flying mounts.
I've see some ally players using a flying mount in Borean and in Howling at level 71 and level 73.
Is it a quest or a bug?

You can fly in Northrend from level 68 I think, if you have an 80 buy the Tome of Cold Weather Flying from the vendor in Dalaran, send it to your alt who hit northrend and BAM! You can fly in Northrend at level 68+
