With HB, Dual-Wield would supply a higher amount of AP and thus a higher damage boost

, though I now pose the question; Are you willing to screw over your Obliterate scaling for this boost?
Essentially, I would like to point out that if you are a tank (I inferred this as your frost but may be wrong) you will use your HB for group pulls, DW=Higher AP=Higher HB Damage
but
DW=Lower Weapon Damage=Lower Obliterate Scaling. To sort of spit it out .. the boost in HB damage you'd get from DW is so insubstantial, that the loss you'd take in Obliterate would over-weigh it. So take that into consideration before you do anything.

It sounds like you've been given half a story, what someone was probably trying to get across is that for a Dual Weilding Death Knight, Howling Blast makes up a significant portition of their damage output because it relies solely on AP and not weapon damage.
Dual Wielding, in of itself won't boost your damage, but there's a fairly effective tri-spec DW build out there that'll give a fairly significant increase to most Death Knights in pre-Naxx or 10-man Naxx gear (a guild mate went from 2k DPS to 2.7k)

and I'm loving it coz Im doing more dps then my old blood and frost speccs (Both of them being 2H focus).
I personally think both DW and 2H can do good dps and it all comes down to specc and driver.

The short of it is that in general while their normal damage is quite close, Frost Strike will likely pull ahead slightly because:
You'll almost certainly have Guile of the Gorefiend, Glacier Rot, and Black Ice. (...and you may have Annihilation too)
Please note these are just what I gathered from the other thread which seems coherent and reasonable but may have left gaping holes in its thought processes that I simply missed.
