How did you use to fight mages using frost novas nad kiting abilities at low levels?
My friend is getting owned everytime, and the only thing I can tell him is that I used Escape Artist.
but he is a NE.

Vanish or Imp.Sprint if he's combat spec, besides that there's not much options. Dont forget that pvp is not balanced before lvl 80.

I believe it get's balanced at 66 when rogues get Cloak of Shadows :D

like how low are we talking? if it's like lv19 he should stay close to the big tree in the mid and use LOS on the mages. if your combat, sprint is so helpful like that if you can LOS them you win all the time. i've killed 5levels higher then me by doing that. make thm come to you and then kill them. but you do have to keep a eye on backup so it does not work all the time. :(

let's say he does not have improved sprint, im talking about all levels up to 60.

Ahem, there are a few different things you can do to work against mages at low level. One of them is to Gouge instead of Kidney Shot on the stun. Blind works also if you're high enough for it. Attempt to fight near corners or some kind of obstacle to use Kidney Shot (assess the situation, basically).
The main problem with fighting mages is if you get caught out of stealth. The only thing you can do if a frost mage starts bolting you is Sprint at low level. If you're not far, Blind may work.
However, you stated your friend is a night elf. An excellent opportunity to get away is Shadowmeld. This opens up a couple of options such as Sprint (get some distance before you're dotted and to complicate being found) and then hit
Shadowmeld
. Make sure Stealth is off cooldown before you do this or you'll find yourself a sitting duck when he comes near with Arcane Explosion, etc. The objective is to exit combat alive & re-enter stealth in an effort to turn the tables (or simply walk away).
While the above will most definitely be great advice for your friend, there is one rule he must follow in PVP—

I have told him about the shadowmeld trick but most times he gets owned is becasue of the kiting.
I think the best way is just level up quickly.
And yeah his cripples seem to not help much with him getting kited back.
