Fire is definitely the best way for higher DPS until you can hit up Arcane (which is really only viable with 2 set T5 and a shadow priest with you when raiding). If raiding is important enough, switch to fire. If you enjoy soloing or PvPing more, frost is probably your best bet.
While you are leveling your current spec seems fine for frost. If you actually do find a guild to raid with frost, you won't need the things like Permafrost, Frostbite, and Shatter since they don't work on bosses. Instead, put the points into Arcane (notably Arcane Concentration).
