there's a couple things i don't understanda bout your build.. first off, are you going for PvP or PvE? i'm assuming PvE cause you're referring to boss fights and such. if you're not going to instant cast your pyro's, why spec into hot streak? that's 3 poitns you could put elsewhere if you're so inclined.
from what i'm seeing, your spec is VERY similar to the cookie cutter raiding FFB spec (0/53/18), with a couple REALLY key diffences.
you didn't spec into World in Flames (3 points) for the 6% extra crit chance of pyroblasts and such (as i'll explain later, hot streak is a HUGE talent and even though it's kind of mana heavy, it's well worth it, the Master of Elements makes using it every time a lot more reasonable with this talent).
Critical Mass (3 points) increases ALL fire spells dmg by 6%.. huge. yeah it increases YOUR spell damage taken by 3%, but as you're a dps, you shouldn't be taking a whole lot as you should be focus firing anyway. an occasional AOE here or there which you should mostly be out of range for.
Blast wave and Blazing speed are wasted talents IMO. They're not for PvE, they're very much PvP talents and that's 3 points you could stick into critical mass or world in flames.
Dragon's breath is also a PvP talent. it's not very useful for PvE unless you're trying to sneak away from a wipe by making the trash disoriented while you slip into invisibility. There's also a good chance they can resist the disorient, so IMO.. again, wasted.
Shatter is a good talent, but the 15% freeze chance and the fact that people are going to be constantly wailing on the mobs/boss while the freeze is on make it useless. By the time you spend your 3 seconds (or less depending on yoru haste) casting a FFB to a frozen mob, then the tank and any melee dps have destroyed that freeze, so it doesn't matter anyway.
Back to what i was saying earlier, you speculated on not using your hot streaks for the instant pyroblast, but with all the mana back from the insane amount of crits you'll be dealing, mana won't be much of a problem. Between talents, gear, the molten armor (and improved molten armor glyph), and your 5x improved scorch, you should be critting a bare MINIMUM of 30% of the time. that means 30% of your spells give you 25% mana back (cause of the 5% extra mana cost from burnout)... Unless you're in for a really long haul with a boss for some reason, there's no reason you should be OOM with these. and even if you do, pop a mana gem, pop a pot, and god forbid if that doesn't bring you to the end of the fight, evocate. Mages are given tons of mana back abilities.. USE them.. Mage armor should never be on in a dungeon or raid.
My mage has rather crappy gear, and i find myself critting about 35% of the time with FFB and usually above 40% with pyroblast, using it every single time it procs. my FFBs crit harder (somewhere around the 7k mark) than my pyros do, but an instant 6.5k thrown in can make your DPS spike.
here's a good cast sequence for any mobs/boss fights:
Scorch, Living Bomb, Scorch, spam FFB.. use your hot steak when it procs and keep living bomb and scorch up at all times. that damage really ads up (i find my living bomb explodes to be about 3rd or 4th on my overall source of damage. FFB comes first, and the living bomb DoT or the impact DoT is usually 2nd and 3rd, with pyroblast rounding out the top 5 depending on how often it does proc).
i'll give you the suggestion someone else gave me as far as the usefullness of the hot streak. Go to a training dummy and do your cast sequence using your hot streak 1 out of 3 times it procs (for your idea of the last 1/3 of the boss) and take note of your DPS when your mana runs out. Now do the same using hot streak every time it procs. Guarantee your dps will be at least 200 high and your overall damage will be greater by the end of it.
these are just my suggestions, of course, the final choice is up to you, but i hope i gave you some things to think about.

You can't freeze bosses unless they're 100% immobile like Rags, as such shatter is useless unless you have brainfreeze(T9f). It was mentioned briefly above that wof and 6% crit is worth more I believe the math works out to being around 1-3% more dps. However if you never plan on setting foot in naxx, and want to run heroics, like big numbers it's a fine build.

I have both Wif and Shatter in the above build. Although I lack playing with fire in this next iteration I think that 3% dmg in raid is a worthy trade-off for a dragonsB/blastwave > instaflamestrike > instapyro/ffb in pvp. I tried to bring together the bread and butter of ffb builds, with some pvp aspects along with minor cc.

well then honestly, i can't complain too much about this build.. you won't do as much DPS as some cookie cutter spec'ed mages in raids, or put out as much raw burst as an arcane mage in PvP, but you'll still put out some good numbers. The big thing is for YOU to be comfortable with what you're doing. :) enjoy it!
