It ought to work, giving you a third CC option. (Besides Hexing humanoids or beasts, and Binding elementals) I've been considering taking that talent on my Shaman.
(And, I'm not sure if it has diminishing returns)

Of all the spec's in the game with any sort of root, enhancement shamans' is probably the worst for what you're thinking of doing.
I'm unaware of any diminishing returns on the Frozen Power root.
