for pvp paladin or shaman might be better due to plate and mail
Play in Arenas first. Then you'll see that a Shaman is very vulnerable. Disc Priest, on the other hand, is able to take a lot of damage and he'll still stand a good chance of healing through it. Shaman will die rather quickly.

On my lv 20 shammy I could take on at 3 quest mobs at once, without to much trouble... Though I'm using a shield with it since I haven't got dual wield yet!
