I'm not sure if this post will be of much use, but I did some testing on the
heroic training dummy
in orgrimmar, a level 83 boss, I was dual wielding two
Dalaran Dagger
's and no other gear, I also have 400 dagger skill.
I used recount for my findings, and here is the summary after 10,000 white melee attacks.
However, I have 2/2
Weapon Mastery
talented so in theory the boss dodge chance will be 2% higher, and 3/3
Precision
.
What is interesting is that bosses still can block, even without a shield, I checked the combat log and when any of my attacks were blocked, it blocked 76 damage consistently.

I thought the parry chance was interesting because it's currently listed as 'unknown'.

Yes, it is quite odd that mobs without shields can still block. I suppose it's not too unrealistic, an arm can be used to block a mace or something of the sort if you have some heavy plating. I wonder if mobs without weapons can parry however. Also, parry chance is a variable that blizzard changes on bosses to tweak them. Some are as low as 5% and yes, as high as 15%. This is why people talk of expertise caps as "soft-caps", since it's generally accepted that bosses have a 6.5% dodge chance, but the parry chance varies widely.
FYI, mobs without weapons can parry.
