You are using 2 stamina trinkets, a zero defense ring, a low-level defense enchant on your cloak, and 18 stamina on shield instead of 20 defense. You have lots of options for improving your defense. Don't worry about losing a bit of health, the higher armor means your effective health is the same or higher.

You can easily tank all of 25-man naxx with 28k unbuffed. Malygos you would want a bit more for, but some drops from 25-man naxx should do the trick there.
Edit: 65 or 70% avoidance is not feasible at your gear level.
