This happens simply through better (higher) stats on the gear as the item level increases. As an example with my main dps stat, AP: my lvl 70 pvp gear gives me just under 1.8k attack power while in T9 gear I have just under 4.7k attack power <--- BIG difference.
And FYI, there's a big difference between theoretical dps and actual dps. The people who sim'd enhancements max dps at ~9.5k dps admit that's under absolutely perfect conditions: very low latency, all raid buffs, all boss debuffs, and a stationary target =P

Gear is one thing - what your character wears can vastly improve your DPS. Class/tree selection takes another part. Some have good base damage but poor scaling, while others have poor base damage but excellent scaling. Skill also helps - having the right build and proper gear doesn't mean a thing if you don't have the skill to use them. But there's something that you don't get from playing the game - and that's good FPS and latency. If your computer and/or connection can't handle the game, even having BiS, the best spec, and the skill to play won't mean a thing.

Im just wondering, on a sidenot, how to improve latency and FPS?
Latency = your internet
FPS = your computer/graphics settings
