if you don't like the Agi ring you can use Felsen's Ring of Resolve it is also good as the Agility Ring that he is using Signet of the Elder Council
Agility give's him Dodge rate but STR give's parry and Threat, and there isn't big diffrent in the mastery (diffrent of 15 mastery = 0.18%)
the only big diffrent is the Stam, you will lose 34 stam

Signet of the Elder Council compared to Felsen's Ring of Resolve before DR and buffs:

Signet of the Elder Council offers:

286 STA
190 AGI = 0,62% Dodge and about 0,9% crit
127 Mastery Rating
50 Parry or Dodge through Reforging
77 Haste Rating

Felsen's Ring of Resolve offers:

252 STA
168 STR = 42 Parry and 336 AP and 100 SP
112 Mastery Rating
112 Dodge Rating = 0,63% Dodge

So Signet of the Elder Council nets:

+34 STA
+8 Parry Rating
+15 Mastery Rating
+ 0,9% crit
+ 77 Haste Rating

- 336 AP
- 100 SP
- 0,01% Dodge

...and then we have to take into account both and .

Because of the haste? Strange logic. So the agi ring is worse because you get a somewhat useless stat on top of several useful stats? The only stat you lose is some attack power and spell power. All the rest's a win.

It's simple really, Mastery is better than anything in Cata for tanking. You reforge and gem for it period. You could gem for stam but at the end of the day, you'll get, what, 6k more health? It's much better to aim for 102.4%. The number represents the target for Block Capping and avoiding all "regular" hits...

BC = 5% + % chance to dodge + % chance to parry + % chance to block

If you need more details, take a look at this from Elitistjerks. It's a bit anal but if you follow all the guidelines, you'll end up with a nice Pally tank that healers will thank you for it. The rest is just doing your job right. Like they say " Don't stand in fire..."
