Well, if I were going to try to answer this question for any type of situation, I'd look at what I know of the mechanics of the class and the way the situation goes and then pick statistics that buff things that are advantageous in those situations.
For example: What's the best statistic to gem for as a tank?
- Tanks need to generate threat which means they need to hit the mobs they're attempting to tank.
- Tanks need to mitigate incoming damage, which means they need to use either armor, health or avoidance.
With those in mind, tanks should gem for Melee Hit
(contributes to threat generation because your attacks are landing), Agility
(contributes to Melee Crit , Dodge , armor ), and Stamina
(contributes to Health). This is not a complete list :).
I know, I know -- people don't want to be taught how to think, they want to be told what
to think. But here's hoping I'm wrong, sometimes ;].
