yeah I was wondering, when it's like Green does that mean I can't enchant it or does it just mean it's high for it's level?

It means that it is high for its level. AFAIK, all items of the same type (cloth chest, leather shoulders, etc) at a certain item level have the same armor values, if it has more armor than its item level is supposed to then it is green. Although I'm not sure about this, so correct me if I'm wrong.

All items have what the game calls a budget, a numerical value which determines the amount of bonus stats a piece of gear can have. Stamina, strength, agility, spirit, intellect, MP5, attack power, crit rating, bonus armor, all of them have a cost which detracts from this value. If a piece of equipment's armor rating is colored green, it means a portion of that item's budget has been invested in increasing its armor.
For example, let's say you have a lv80 item "Leather Tunic of the Bear" with 500 armor 50 stamina, 50 strength."
Now you have a second lv80 item "Leather Tunic of the Bear" with 600 armor. Some of its budget was shifted away from stamina and strength to armor, it might have only 48 stamina and 48 strength.
