I think it's funny. This build is actually very similar to my sticky, although a lot less in-depth and with specific builds in mind. You focus on 3 things - CQB, burst, and survivability. My triad in the sticky was damage (particularly burst), survivability, and mobility/control. The M/C could easily be described as keeping you and/or the targets where you want them, i.e. CQB.
A slight symantics correction: our survivability is not because we're a plate wearer. It is partly because of that, but also due to our self heals and our defensive cooldowns (e.g. bone shield, IBF).
That being said, you looked at the "close quarters" (which I understand as keeping yourself on the target, thus increasing damage and the possibility of spell interrupts), and many of the talents you pointed to as close actually simply increase damage or survivability.
