Basically I believe the implementation of guild rep means the items are yours to keep, you can't rush the guild rep so high level guilds can't just 'sell' rewards they've unlocked.

The only answer I can give with certainty is that you can send them to any of your characters regardless. This leads me to believe that you only need rep with an appropriate level guild to buy them, and then they are yours.
