This is a great site to seeing what some of the major routers around the net are experiencing.

Also just because Bell isn't specifically having any issues doesn't mean that there is not issues with the routers between Bell and Blizzard, especially with a third party router, and it just happens that the route that the traffic is taking to go from Bell => Blizzard is via a downed router. So yes, Bell might be up, yes, Blizzard might be up, but its some third party in between having issues.
If you check the link above, it looks like Sprint is having issues on their sanfrancisco links, whether this is related, no idea.

Thank you, mdaigle005, for posting the link to openDNS. I completely forgot about those guys—I replaced the bell DNS with the openDNS ip's (208.67.222.222 and 208.67.220.220) in my network config and voila, access restored.
