Harvest Life DPS questions

So I recently found out that Harvest Life does not scale with Hit Rating, this means that it cannot miss. For endgame PvE, this doesn't mean much. However Recently there's a guild on Spinebreaker that has taken an interest in Level 50 Pre-BC raids(level 50s can enter all the Vanilla raids).
However Caster-DPS cannot achieve hit cap against the non-boss NPCs. That being said, I was curious about Haste and Crit for Harvest Life.
Does Harvest Life scale with haste? Is the channeling time lowered with more Haste?
If so, would you do more damage by stacking Haste or by stacking crit?

Well, while I was leveling my warlock yesterday, I kinda missed a ton of Harvest Life on Hellfire Ramparts...so I don't know what you are talking about Harvest Life not scalling with Hit Rating.
