I don't get it, if I have say 100 haste rating, would it increase my procs per minute?

The speed used for calculating the PPH ( Proc per Hit ) chance is the basic weapon speed, not the characters haste-affected hit speed. This means the probability of a proc is not lowered or increased by haste. What haste does is increase the total amount of melee hits per time and thus the total amount of procs. "
what this means is that haste rating will NOT affect the probability of getting a proc, but because haste allows you to attack more TIMES within a 1 minute time frame, it will indeed increase the number of procs you will see. Make sense?

I believe that the internal cooldown of most proc items will prevent it from proccing more from haste.
