haunt works fine.
if in doubt the rule of thumb is that if it's a buff on you (the new ISB, trinkets etc) then it needs to be there before you cast. if it's a debuff on the mob (haunt, CoE etc) then it can be added whenever.

it is best to cast haunt first...or more specifically SB then Haunt to stack up shadow embrace. That will everything casted after that point will benifit from haunt and SE

that's end-game rotation stuff. don't worry about that while levelling. if your VW needs a threat head-start then add haunt in later.

I always throw haunt first since it's not instant cast, then UA, immolate, followed by instant casts.

the OP was having trouble with threat and wondered if s/he could cast haunt later since it's a DD spell and grabs agro. the answer is yes. this is not the ideal way to maximise dps but levelling isn't about maximising dps it's about maximising your time spent and if casting haunt first grabs agro and you take damage then your time may be wasted.
no need to muddy the waters of this thread with other discussion.
