it's better yes. much better.
you may be hit capped but chances are you've gemmed for it or trinketted perhaps. the spellblade is nice but you're not giving up so much crit and haste but you are gaining a lot.

drop the +16 gem, put in +19 sp. drop the +hit chant, get +28 spell power.
You just gained 100 spell power at the cost of 37 crit, 27 haste, and 23 spirit. You also gained a fraction of +hit you can afford to drop from gear somewhere when other drops come along.
+spell damage is much better point for point than crit/haste/spirit.
To use Asakawa's ratios, you gain 84.53 "points," roughly equivalent to dps.

gore was quite clear. 6% comes from suppression/cataclysm and FF/misery - 3% from each.

yes make the swap for all the reasons you mention PLUS the limb looks way cooler than that dreadful badge one ^^ (i'm still stuck with the badge one)

imho, surplus limb all the way, its a far better item.
Even better for you if you've just switched haunting in, as you won't be hurt by dropping the dash of hit.
If you don't need the hit (and you don't), you trade 25 crit for;
+6 Stamina
+4 Intellect
+41 Haste Rating
+6 Spell Power
when you lay it out like that it looks like a damn good trade to me :)
