Yes. Just check here on wowhead who starts the quest and go to the quest giver.
I'm 80 and I just remembered I forgot to get my Doomguard, so I did the quest just a few days ago.

btw if you can't do first q, maybe try the next one in the chain, maybe you did the first q b4 and then abbandoned

Once upon a time i did an ud lock, and for what i remember you should talk with a warlock trainer in uc
