Hehe, it's true. You go from the CE quest mid-60 level reward to... a heroic ramps pair OR karazhan OR badge reward. I had to save badges for my
set of bracers

I found the same problem with decent blue healing belts pre-70, the best thing you can do is find the next best thing and work for it. The badge reward is probably going to be your best bet for now.
