Heirlooming an Elemental Shaman

Well in the end I'd like a character of each class and since I don't have a priest yet, I would definitely level another clothie in the end. For a full set of Heirloom items you easily need 145 emblems, which is a lot of farming. xD I know about the PVP heirloom items (and I'm swimming in Stone Keeper's Shards on all my chars) but to be honest I don't like them at all because they have too much item budget wasted on resilience and stamina.
For leveling, especially as caster, I think stamina is quite a useful stat. I like the PvP heirlooms and they are basically free (since there really isn't anything useful to do with WG emblems).
Well I went for the Headmaster's Charge and got it enchanted with 29 spellpower. I was looking for 30 at first but after an hour of looking I couldn't find any enchanter who was able to do it. Finally I got someone who could do the +4 stats on the chest and he was able to do the 29 spellpower one, so I just went for it.
At first I was a little bit disappointed at level 6. It took quite a bit of casting and mana to bring a mob down and I found the melee hit of the staff did more damage than my lightning bolt. However when I upgraded to lightning bolt rank 2 I suddenly pewpewed very had! Mobs went down in 3 casts before they could touch me and I used up less mana than my trinkets could restore.
Very happy now and really looking forward to leveling on. :D

Go with the cloth. It's re-usable, and a minor stat difference is not going to matter when leveling up.
I leveled Elemental before Water Shield was available at 16. Even then I didn't have to drink all that much. With Water Shield, Elemental leveling shouldn't have to worry about mana regen. At all.
As for the weapons (and, to a lesser extent, trinket) I personally wouldn't bother spending tokens on them. All that really matters is the +10% experience gain from the chest and shoulders because, again, some small stat boosts are barely going to matter for leveling purposes.
(I buy heirloom weapons for melee characters though, as then the benefit is much greater. But I would never buy any of the caster heirloom weapons. That's pretty much a waste of currency.)
