cross server - no - unless you transfer all the Hierlooms to an alt and server transfer the alt.

You can also send them cross license.
If, like me, you took advantage of the $20 sale and RaF'd yourself last week, and you created that shiny new account on your existing battlenet account, you will find that you can send heirlooms between the 2 accounts. Provided, of course, that you are not trying to send them off server.
