Ok, to start off your rotation is a bit hard to understand so I'll throw the one you should be using out there and you can compare it with what you do.
Rotation for
Trash;
1) Garrote>SnD -->
2) SS> 4/5pt Evisc -->
3) SS> 1pt SnD -->
4) SS> 4/5pt Evisc -->
5) Repeat If Necessary ^
6) Strategically Deploy CDs (Situational)
Rotation for
Bosses;
1) Garrote>SnD -->
2) SS> 4/5pt Rupture -->
3) SS> 1/2pt SnD -->
4) SS> 4/5pt Rupture -->
5) Repeat As Necessary ^
6) Strategically Deploy CDs (Situational)
Side Notes; Make sure you have Wound/Deadly for your poisons, Make sure your getting Might not Kings if your in a group with a Pally ( Assuming your good with your threat), Make sure your packing consumables, Make sure you have all buffs available, Make sure your spec is right,
To The Letter use either

As for your Hit rating issue; A lot of people have been having this problem if you want the best gear possible try picking up essentially anything from this Filter Setting

I can't really think of much more advice to give you; check your spec, check my other suggestions, and wait for new patches in general, because at current rogues have taken a back-seat, we have poor itemization and poor skills, the new patch will see some talent tree revamps that may remedy our other issues, but just wait for new developments and use what I've got to tell you above.

Very well done you actually know what your doing with your gear
*gasp* use my link for the hit rating filtered gear and get Fury of Five Flights trinket to replace your Alchemist's Stone, as far as hit goes; Yeh, use those filtered results as well as the consumables i posted for you.
BUT SWEET MOTHER OF GOD get those points out of imp Evisc in favor of Blood Splatter, you should be up-keeping rupture at all times and the fact you use Evisc at all other then on trash is a complete and utter fail (no offense) Also, you shouldn't have points in Unfair advantage rogues should never have aggro thusly they should never dodge making that talent a piece of trash.
Sorry to sort of slam on you in that last part cause obviously your actually one of the more knowledgeable combat rogues but those are some pretty sizable talent spec flaws. fix those and follow my other advice your DPS should easily top out in the high 2000s early 3000s (2800-3100).
