Like I said in the post your UI thread. The Unit frames are SUF aka SHadowed Unit Frames. And the chat is chatter, I know this because that was very similar to my UI, a long time ago.

Because he likes it. A person's taste is subjective.
On topic, if I didn't already have a UI compilation that I like I'd try this one out, Except I'd move the buff bars somewhere else.
