Try getting some cheap gloves and have +5 mining put on them. It helped me get my mining up when I was at the point that you are.

The +5 on fishing comes from your fishing pole. if you hover over your pole you see it says ''Increases Fishing skill by 5'' or something.
To put +5 on gloves, you can ask an enchanter. You get some cheap gloves, trade an enchanter the mats needed for it, you put your gloves in the ''will not be traded'' thingie, and then he can enchant them
