Your stats you list don't coincide with what your armory has. Your armory has very little in the way of mastery, and loads of crit.
I also wouldn't judge my output based on dummies. They are really meant to work on your rotations, not to display actual dps output under raid circumstances.

Well you're more or less spot on the hit and haste caps, and reforged for mastery.
Are you spamming your buttons as quick as possible? There doesn't seem to be much you're doing wrong, if you're following what you say you're doing. Though, I did think that during the conserve phase you were meant to keep as close to 100% mana as possible, not 85-95%, but I may be wrong.
