Help with lvling new shammy

That is how I leveled, enhance is great for lvling cause there is absolutely no down time. And if you que as resto it is almost instant que.
Keeping a resto spec ready for dungeons is a very good idea.
For leveling enhance should be a bit faster. You never run out of mana and after getting the Ghost Wolves you can solo pretty much any group quest. Elemental is also
boring since all you do is spam LB all day long until you get LvB at 34. And then you are still casting only two spells most of the time. That being said the difference really isn't that huge and you should try both when leveling and just stick with the one that's more fun. That's what it is supposed to be all about, right?
For leveling either elemental or enhancement should be fine--both can quest easily (for that matter I've even found resto quested OK, just a bit slower). I think really it is a matter of preferred style: spam lightning bolts or run up and melee. Instant speed ghost wolf (now useable indoors!) and a preference for melee has pushed me to enhance on two shamans now, but you might prefer differently.
One advantage of elemental is that, for leveling purposes, it can pretty much share gear with resto, while enhance has different needs.
Also note that with the way quests are laid out post cata, questing is really fast. Nothing wrong with running dungeons, but they are completely optional these days (better gear, and maybe even faster leveling, but hardly essential). A co-worker of mine just broke 80 on a priest that he leveled entirely through questing--and he never bought a single piece of equipment, just used drops and quest rewards (saving up 3k gold in the process). So if an underequipped priest can run quests quickly, any shaman certainly can!
