The juice of it from my perspective:
Issue #1 DW or 2hder:
Currently if your dpsing you'll very likely get more milage out of a 2hd build than a DW build. This is because the main advantage (only advantage of DW?) would be a capacity to proc effects more quickly. Until the next patch (3.0.8) hits and howling blast has its cooldown eliminated strikes will make a fairly large portion of your damage, and they are always better with a slow hard hitting 2hder. If you were tanking some prefer DW (despite the negative effect of parry-hasting) because it allows them better tanking optimized weapons. When 3.0.8 hits the elimination of the cooldown on Howling blast if it remains in tact will likely reverse this with most Frost DPS builds favoring DWing.
Issue #2 Tauren as Frost DPS:
Not posative if you are asking about the race or the tree so I will address both.
First the tree. Currently Frost DPS builds are entirely viable but aren't necessarily optimal in late game. Current Frost DPS builds tend to strike a balance between strike damage (primarily Oblit and Frost Strike) and Howling Blast AOE damage. In general a more committed Unholy build should be able to deal more AOE damage than a Frost build, while a Blood build will do more strike damage. The true extent of these differences is debatable, though many have suggested going Unholy until 10 or 25 mans, and then switching to blood. Personally I prefer Frost DPS as I value the balance in dungeons (I'm still leveling my DK too).
Second the Race. Tauren's life bonus is always semi-useful and warstomp can be quite useful, however other races can allow you to crank up your DPS slightly. Particularly Orcs for horde who offer a slight expertise advantage when using axes. In PvP i believe Undead are the king's but I stay out of that generally. You should be sure to use a PvP spec if thats what your aiming for.
Issue #3 Equipment upgrades:
First Weapon Upgrade, generally, http://www.wowhead.com/?item=25987
Prepare for this set if you plan to go straight to Northrend, http://www.wowhead.com/?itemset=562
The socket bonuses in general will be a huge asset as the green northrend cut gems can easily kick up strength bonuses to rival most items you find in northrend till 73-74
