Hemo daggers is awful.
Combat daggers is awful for PVP.
If you want a good daggers build for PVP, take mutilate (or alternatively shadowstep daggers). If you're not set on using daggers then I'd suggest ARPrep.

You'll only be taking combat potency in a 41+ point combat build, in which case it's a necessity.
