High Elves would be Alliance as the Blood Elves are the split in their race after the Sunwell went kaboom and the Blood's started sucking on Fel to make up for their addiction.
As for the idea; been suggest many a time, but at this point in the Lore, do we really need a third Playable elf race?

I have sayd this before. High elfs = Blood elfs. They are almost same thing.

There are already high elves in the Alliance; they're called the Silver Covenant.
But yea, it's been discussed ad nauseum, and the various lore reasons explained many times. Just do a search if you want to know more, or look on one of the wiki type sites for the history.

There would be no difference in their look except for the eye color. They are are the same thing.
Well in lore the blood elves' skin is darker, and you do have the choice of darker skin tones, so if the high elves were playable you'd only have the lighter skin tones available.

yearp, there is a highborne who is in Temple of the Moon, and another in the Silver Covenant, so they would be alliance. phail
Highborne are
not
high elves. They are an old caste of night elves, from some of which the high elves are descended.

But see it with the eyes of a casual player who doesn't know his lore. They are the same with different skin/eyes.

All I can really say is use
Wowpedia
and be independent - help find your own answers more thorough than pretty much any forum post regarding an explanation of the lore.
