11%(289 hit) is what you want. Some people say you can go with 9%(236 hit) because Elemental Percision is rumored to double count with FFB. I didn't see anywhere that it was fixed this so it might still be around. If you go with 9% your LB and Scorch will have a chance to miss.

Maybe - but about 1/2 the time my Naxx raids have neither. I trade about 120 spell power to hit cap at 368, turns out to be worth it. If I have a Moonkin or Druid or Draenei along I'll swap SP and crit for hit.
