8% is MH and special melee attk hit(i.e. sinister strike, evis, ect) 27% is OH hit cap(which dont ever shoot for). If i remember right most rogues sit at around 16%hit with Precision or 341 rating+5/5 Precision.

for starting, you should have precision 5/5 and hit 268 (less if you're alliance) rating for capping the poison hit.

after that, every piece that gives you more hit rating should be treated like every other dps piece, being over the cap doesn't mean less dps if it's the best piece you can get your hands on. (especially with the new gear tha has lots of hr and being over the poison cap is unevitable)
