I always wondered why people would ever want to convert percentages into rating instead of the other way around.
The cap is 9% for melee, 17% for spells. You can see on your character-screen how many % you get from your current hit-rating, talents not included.
You should naturally aim for the 17% spellhit. It gives you more than the 9% melee-hit, correct, but it also helps your dps in that matter.

Enhance Shamans need 446 Hit Rating to hit-cap on spells, which is necessary due to the vastly increased DPS that Shocks and instant-cast Bolts (due to Maelstrom) now do. That amounts to 17% increased spell hit chance.
~26 Hit Rating = 1%, therefore Imp DW amounts to about 156 Hit Rating.
This only applies to melee attacks/abilities, not to spells. You still need to shoot for 446 Hit Rating whether you take the talent (which you have no reason not to) or not.
That's interesting... I'd read that Ele shamans only require 370 hit rating to reach the cap. Maybe I was reading unbuffed?

Its not 9% if you're duel-wielding. Then its 24%, minus the dual wield specialization talent.
