5% baseline chance (this would be the "for PVP" part).
9% against creatures or bosses level 73.
You can find more specific information in the FAQ, stickied at the top of the forums (such as hit rating vs. %).

Funny thing is I am pretty sure I am still seeing misses every once in a while with 5.5% hit. o_O
I believe I read before there is something funky with how you can never have 0% miss, but I would really like to know it for sure.

You have a base 5% chance to miss no matter how much hit your stack
That's right - it's a fact you have a baseline chance of 5% chance to miss for specials. It's not going to go away with hit rating, but you will increase your chances.
