Even if all of our assumptions about how a single roll attack table works are correct crits will not push misses off the table. Instead you might be able to push normal hits off the table but you will still be limited by your miss chance and your target's mitigation abilities.

Welcome to the forums, BurtonRocks!
Most of your questions should be covered in the stickied topics. Check them out for more details, starting with the
Compendium
.
Concerning stats to look for, scratch out haste for the most part and focus on ap, crit, hit, expertise, and agility first.
Hit rating - because you need 8% against raid bosses (5% from talents, so 3% from gear at least)
Expertise rating - because they dodge your attacks, which sucks (take it where you can get it, up to 6.5% max)
AP - this affects a ton of stuff, notably poisons which is important for Mutilate (just like hit)
Critical strike rating - because this helps Mutilate &
Seal Fate
for easier rotations
Agility - because a nimble rogue is a happy rogue!

i haz a bucket.
The game uses a table-based combat system. Any possible results from a melee auto-attack are on this list including (in order from top to bottom): miss, dodge, parry, glancing blow*, block, critical hit, crushing blow,* & regular hit. The items at the top take precedence over the ones at the bottom. Each possible result has a chance to occur based on a single die roll method. You can think of this in terms of 1 to 1000 with each possible result having their own range. For example, 5% chance to miss would represent any roll including & between 0-49. 10% chance to dodge is next and carries 50-149 & so on for each result stopping at 1000.
*
glancing or crushing blows only happen in player vs. creature scenarios
For a better explanation of this, with a visual table, see

Yeah anytime you remove hit rating your lowering your chance to hit thus increasing your chance to miss basically what you need to cover is how much hit rating your need to not miss on your special moves and poison attacks after that its better to get crit, AP, Agility and expertise, I forget the exact numbers to cover the hit rating you need for special moves and poisons but there not nearly as high as the rogue hit cap, which covers your chance to miss entirely on all attacks, however that cap is going to make your DPS suffer because the more you try to get to it, the more you make sacrifices to other stats, Crit, AP, Agility expertise etc as you'll notice a lot of pieces of rogue gear might have three stats you want but all of them. The way I look at it most rogues DPS is a big part auto attacks and strait melee damage but not all of it is, its good to have a nice balance of your stats.

The chance to miss remains the same unless chance to hit lowers it. If a level 80 fights a level 83, the miss chance for the level 80 is 8%. With 5% chance to hit from Precision talents, the level 80 (a rogue in our example) will still have a 3% chance to miss against the level 83. This is completely independent from critical strike chance or the level 83s chance to dodge, etc.
