between searing light & surge of light, you can get acceptable dps from holy. searing light isn't until 26 and SoL at 36... i'd recommend sticking with mind flaying until at least 26.
holy fire - sw:pain - smite - smite - maybe smite a 3rd time - wand to death... renew when needed. psychic scream + big heal in a panic.

* Spiritual Guidance is helpful while leveling, since you should be wearing high-spirit gear while leveling
