Retribution is easily twice the DPS of Holy while in Northrend. I healed from 58-70 as Ret. No problems. Just grab all the Spellpower/INT gear you can, most groups won't know the difference, and you can ninja all the STR gear to help yourself solo. I switched to Holy at 70 because I'm convinced that Northrend instances require you to be a bit more serious. 1-2 bars each run, and kept all that gear up to date. Doing instances before the level limit of the gear, buying cheap crafted/BoE blues, occasional questing kept my gear nice and up to date.
I'm running in full Northrend blues at 75, and I'm sitting on 850 SP. It's pretty sad. But I'm also a beast of healer. ^_^
Slower than solo'ing as Ret, but you're picking up some serious respect as a healer. You're needed, and if you're friendly enough, you'll have a neat stable of DPS and Tanks on your friends list.
Don't halfass it with a Shockadin build, just keep to the spec, do something cookie-cutter if you have to. It's not worth being ineffective, in my opinion
