Low level DPS was never supposed to be balanced. It evens out when you hit the level cap. Retribution's sustained damage relies on their instant attacks, Crusader Strike (50) and Diving Storm (60). The burst DPS comes from judgments, which is the only thing available before they hit 50.
And of COURSE THOSE CLASSES HAVE HIGHER DPS AT 30. What else do you see them doing?

Mages, warlocks, hunters and rogues are also more "pure" damage outputting classes.
The paladin is a hybrid. She heals, tanks and DPSs, as well as brings a lot of utility to a group, therefore it wouldn't be feasible to put out damage on par with the pure DPS classes.
However, the whole issue is made moot by comparing the damage output at level thirty.

Just the facts. Straight dps classes that you mentioned can't take many hits at 30. Pallies can thru higher armor, self heals, etc. This also being why warriors typically have 700-900 more hp(at least) than the mentioned classes.
