dodge + parry + chance to be missed = total avoidance
block is mitigation not avoidance as it reduces (mitigates) damage but doesn't prevent (avoid) it
kindof ridiculous that there're any requirements above crit immune for naxx for a tank

28k health and 70% avoidance are two figures that don't go together.
28k health is generally pretty low compared to most reasonably geared tanks (with current badge and heroic drops) while 70% is way over. the other issue here is that avoidance levels for the different tanks is different. bears can't parry so their avoidance will generally be lower than other tanks.
warriors and pallys can block and some factor chance to block into avoidance (a hangover from the crushing blow days) since a blocked hit isn't a full hit.
basically the player who asked for those figures doesn't really know what they're asking for. don't worry about it.

poor rogue tanks, they're getting hit the hardest by the chill of the thrown as it'll drop them below 100% avoidance

I had a really nice post but my cat jumped on the backspace key and made my browser go back to the forum =(.
25.85+19.20+(assuming def @ 540)5.60+(assuming frost)3.00=
53.65% avoidance
also assuming frost you have 15% mitigation
8% from presence, 2% from talented presence, 5% from blade barrier.
Comparison-
Im 4pc t9 w/ mostly ilvl 232-245 gear.
34k Unbuffed, 26.85% dodge, 26.45% parry, 8.7% miss, 15% mitigation
= 62% avoidance before my sigil procs someplace close to 4% additional dodge.
You're doing pretty well by my book.
I used to have a lot more dodge than parry until i heard about icecrown's debuff and decided it was time to get some parry in gear lol.
