How many official wow realms exsist? Cross coast time delay?

1. Im just curious is there a round about number on how many realms there are? Not "servers" but realms and not counting free wanna be realms but official WoW realms?
2. I want to roll a toon with some family who are on west coast and im east coat. I was told that with the 4Mbps connection i have now i will absolutly have and i might even feel a fraction of a second time delay using a server to far away and i should stick with east coast servers for better performance. However im not likely to notice it at all after moving to town where i will have access to 12Mbps. Is this true? Even a fracion of a second can be a tremendious dissadvantage expecially in PvP yes? I would appreciate some of your thoughts on this, thanks.
I don't know what it's like for the US realms, but for me, connecting to any EU realm gives me roughly the same latency, ±10 ms, which again is less than the difference in latency due to playing at different times of day.
Also I have an 8 Mbps connection, but AFAIK faster download speed does not mean lower latency. I could be wrong though.
Basically, as long as the realm is in your region, it should be fine to play on.
