How much hit should i stack while levelling?

Yeah i wonder about the same.
got a 73 combat rogue, with 5% more hit from the talent, and 84 hit rating giving 4.28% more (9.28% combined)
should i get some more or can i focus on crit/ap?

Well, you're leveling, so you shouldn't really sacrifice too much to stack one stat. Don't worry about hitting any stat goals until 80, imo. As far as socketing and enchants, if you can get decent ones on the cheap then go for it.

but wouldnt getting some soft caps help? im talking about special attacks mainly... and expertise

i lvled to 80 with less than 40 hit rating. i had no particular problem. I was speced Mutilate also.
The hit cap will change at each level and it depend what is the lvl of the mobs you attack.
Hit rating is a very usefull stats on a raid boss, but less when it come to beat a mobs that are the same or lower lvl than you
